Brayant, you can only get Mewtwo on Fire Red and Leaf Green. To get it you have to get the ruby gem and sapphire gem and give it to Celio and then go to the city where the 8th gym is and you can find a cave. Go inside and at the end there is Mewtwo.

To catch Pikachu in emerald you need to go to the Safari Zone. To get Raichu you need a Pikachu and a Thunderstone. To get Pichu you need to breed a female Pikachu with a Ditto or a pokemon in its group.
