Semi-permeable membranes are membranes, such as all cell membranes, which are selectively permeable, i.e. allow some substances to pass through them, but act as a filter for others.
Semi-permeable membranes are a requirement for osmosis.
The net movement of those substances to which the membrane is permeable is usually due to particle size (smaller particles being able to pass through pores in the membrane) but may also depend on specific chemical interactions between molecules within the membrane and particular particles.
